Who are The Herdspeople?

Are some of these settlements in The Plains?
Some of the settlements seem to be much further remove from the place that seems to be the plains. I.e.:
- Bressel
- Cathor
- Duhlmora
- Ikata monastery
- Kassiter
- Pelesen (maybe)
- Tebin
All feel like they are in a very different location to
- Aldalorna
- Halda
- Klippika
- Klippika village
- Qaratta
- Riverglade
What are the boundries of The Plains
