A ruined inn in the courtyard outside Heskaron's Tower.
The inn was seen to have been historically looted, leaving all obvious loot. THe looters also added a secret thieves cant message, scratched into the back of the bar. It warns of dangers in the tower and that there may be loot in the Cave. It appears to have been left by a small creature (Goblin, Halfing, Kobold etc).
